Reginald S. Evans joined
the Firm in February 2003 as Counsel to the Firm and became a
shareholder in January 2004. He is chairman of the firm’s
Corporate and Financial Services Department and the Automotive
Group.
Mr. Evans represents
banking, automotive industry, government relations, general
business, and bond and loan program clients. He was the Chief
Counsel to the Pennsylvania Department of Banking, as assigned by
the Pennsylvania Office of General Counsel, from 1995 to 2003.
Prior to 1995, Mr. Evans was Deputy Chief Counsel to the
Pennsylvania Department of Banking, Assistant Counsel to the then
Pennsylvania Department of Commerce (now titled Department of
Community and Economic Development). and Assistant Solicitor to
the City of Harrisburg, Pennsylvania.
Mr. Evans provides legal
counsel to banking and automotive industry trade associations and
their members on federal and state legislative, regulatory,
enforcement, and finance issues. Mr. Evans is a frequent speaker
at banking and regulatory trade association events and seminars.
He has written and had published numerous articles and
presentation materials on banking and automotive regulatory and
finance issues.
Mr. Evans' practice
emphasizes federal and state banking regulation, vehicle industry
regulation and finance, government relations, and Pennsylvania
state government business loan programs. Mr. Evans’ practice
includes bank, savings association, credit union, and licensee
regulatory compliance and enforcement issues under federal and
state law; automotive industry regulatory law; vehicle finance;
vehicle manufacturer, dealer, and salesperson licensure and
enforcement defense; interstate banking and branching; de novo
bank, savings association, credit union, and licensee formation;
banking structures involving financial holding companies, bank
holding companies, savings and loan holding companies, financial
subsidiaries, operating subsidiaries; banking and automotive
industry legislation and regulation analysis, advice, drafting,
and representation before legislative and regulatory government
officials; charter conversions; mergers and acquisitions; trust
company and trust department issues; mutual savings bank holding
company reorganizations; mutual and stock thrift institution
issues; licensing and related regulatory compliance and
enforcement issues under federal and state law involving
residential first and secondary mortgage lenders and brokers,
motor vehicle sales finance companies, installment sellers,
collector-repossessors, consumer discount companies, money
transmitters, check cashers, and pawnbrokers; and business
financing from Pennsylvania state government business loan
programs including the Pennsylvania Industrial Development
Authority and the Pennsylvania Economic Development Financing
Authority.
Mr. Evans speaks Spanish.
Mr. Evans is authorized to practice law in
both the Commonwealth of Pennsylvania and the State of New York.
Mr. Evans received his Juris Doctorate
from Georgetown University Law Center and his A. B. in History
from Cornell University, College of Arts & Sciences.
